Urmila Shukla lives in Bagruiya village of Shravasti district, where her workday begins early and often stretches late into the night. The institution’s targets for 2021-27 include nurturing 100 deeptech startups annually and leveraging the 10x programme of IITM Research Park (a grand vision for the current decade) to incubate, every year, at least 5 ‘blockbuster’ companies/technologies that create high-value IPR. Court Draws the Line on On-the-Spot Coercion The Telangana High Court has categorically ruled that police cannot stop vehicles or compel motorists to pay pending traffic challans on the spot. Justice NV Shravan Kumar, while hearing two writ petitions on Tuesday, made it clear that recovery of traffic fines must strictly follow due process of law. The court emphasised that police personnel have no authority to snatch or confiscate vehicle keys or restrain motorists to force immediate payment. The petitions were filed by Secunderabad resident V. Raghavendra Chary, who challenged the manner in which Hyderabad Traffic Police were stopping vehicles on public roads and insisting that old challans be cleared before allowing motorists to proceed. The judge observed that while citizens are free to voluntarily pay traffic fines, coercive methods adopted by enforcement personnel are impermissible and violate the procedure established by law. The court clarified that under the Motor Vehicles Act, compounding of offences is a choice that rests with the motorist. Like a long-silenced artery finding its pulse again, the Bellasis flyover is ready to carry Mumbai forward. Rebuilding a Vital Link—Faster Than Time Expected The Brihanmumbai Municipal Corporation (BMC) has completed the reconstruction of the Bellasis flyover, a critical connector between Tardeo, Nagpada and Mumbai Central, and it is set to open to the public soon. Officials said the project was wrapped up in a record 15 months and six days—well ahead of the original deadline—despite nearly four months still remaining under the tender conditions. The work order was issued in September 2024, with construction beginning on October 1, 2024. Railway authorities were expected to issue the mandatory no-objection certificate (NOC) midweek. “A joint inspection conducted with BMC officials on January 20 at the Bellasis ROB, Mumbai Central. The reconstruction of ROB has been completed in all respect and ready for the opening of vehicular traffic. The railway portion has been rebuilt by Western Railway while approaches on east and west by BMC. The NOC for opening road traffic over ROB will be issued on Wednesday,” an official told mid-day. A newly constructed railway track between Daund and Kashti is set to undergo an engine trial along with a compulsory inspection by the Commissioner of Railway Safety on January 25, 2026. High-speed test runs will be conducted on the Daund–Kashti route from 08:15 to 16:00 on the day of the inspection. Daund–Kashti Rail Line to Undergo Safety Inspection and High-Speed Trials These trial runs are standard technical and safety evaluations that must be completed before the railway section is approved for regular service. Due to the movement of trains at high speeds, the Pune Division has called on residents of nearby villages, farmers, cattle owners, road users, and local governing bodies such as Gram Panchayats and Sarpanchs to cooperate during the trial period. All concerned parties have been urged to keep the railway tracks and surrounding areas entirely free of obstructions throughout the day.
